THE SIXTH ASIA-EUROPE PARLIAMENTARY PARTNERSHIP MEETING

  WELCOME ADDRESS  

On behalf of the Belgian Senate and the Belgian House of Representatives we have great pleasure in inviting a delegation from your Parliament to participate in the Sixth Asia-Europe Parliamentary Partnership Meeting (ASEP VI) in Brussels, Belgium, from September 26 till September 28, 2010. Please note that the ASEP VI Conference that was originally planned from May 30 till June 1, 2010 had to be postponed because of the period of dissolution of the Federal Houses of Belgium due to the coming legislative elections in our country.

The coming ASEP meeting in September will be held before the next ASEM summit during the Belgian EU-Presidency and will focus on the economic challenges as a global opportunity to promote the quality of life of our populations.

Preparatory meetings will be held in the afternoon of Sunday, September 26. The ASEP meeting will take place on Monday, September 27 in the Plenary Hall of the House of representatives. The ASEP meeting will also include panel discussions on effective financial and economic world governance structures and sustainable development. The meeting will produce an ASEP declaration which will be presented at the ASEM summit in Brussels on October 4-5, 2010. On Tuesday, September 28 an excursion in the city of Bruges will be organised for all participants.


Programme and agenda

A provisional programme and a draft agenda are enclosed. A final programme and agenda will be provided closer to the meeting.


Delegation size

Please note that delegation size for each participating country is limited to maximum four persons including possible staff members. Countries with bicameral parliaments are kindly asked to distribute the delegation between the two chambers.


Interpretation

The working language is English. The Secretariat will provide simultaneous interpretation for French and Dutch. For the other languages, delegations are kindly requested to provide their own interpreters at their own expenses. Five language channels are available for other languages in the plenary session hall. For the panels and other meetings however, the host country will provide simultaneous interpretation facilities to the extent technically possible. Please register with the secretariat in advance.


Registration

Delegations are requested to register as soon as possible prior to Friday, August 27, 2010.
The two registration forms are enclosed and available on the ASEP website www.asep6.be, together with other practical information.

Delegations that have already registered are kindly requested to reconfirm their participation using the enclosed updated registration forms.


Accommodation

Hotel room is provided by the Omnitravel travel agency. Participants are kindly requested to make their hotel booking online on the ASEP website www.asep6.be BEFORE AUGUST,28 2010


Observers

Delegations of the Federation of Russia, Australia and New Zealand are invited to attend the ASEP VI Conference as observers (in compliance with rule 4 of the ASEP Rules of procedure) as those countries are expected to join ASEM as effective members at the ASEM Summit in Brussels on October 4-5, 2010.


Declaration

Following the ASEP Rules of procedure, the conference will adopt the Declaration of the 6th Asia-Europe Parliamentary Partnership Meeting. The declaration will be drafted by the secretariat and submitted to all member parliaments before September 3, 2010. Member parliaments are encouraged to submit their contribution to the first draft final document by the date of Wednesday, September 22, 2010.
